What breed?

Hmmm. It does look like a cockerel, at least its head, but if it is 17.5 weeks, then I would say it must be a pullet. I see no male feathering at all, unless it is just not visible in the picture.
I see where you're coming from, but neck, tail feathers, and comb say cockerel. So I'm sticking with saying it's a slow developing cockerel.
 
Not every bird is going to perfectly meet the breed description and standards.
No, but Delawares have barring at the hackle and a little at the tail, and Colombian rocks have solid black outlined in white in those areas. This has a little of both. I guess you could call it one or the other, but to me it says mixed breed.

Ive noticed she always had a pretty big comb but her body just looks like a pullet to me from the 5 i hatched two were for sure roosters.
