What breed?

No, but Delawares have barring at the hackle and a little at the tail, and Colombian rocks have solid black outlined in white in those areas. This has a little of both. I guess you could call it one or the other, but to me it says mixed breed.
I did realize the little bit of both which makes determining breed very tricky, which could lead to it being a mixed breed. Usually feed stores buy from hatcheries though. Could it be an off color of one of those breeds?

Makes sense if it is mixed since one turned out to be a deleware and one of the roosters looked like a columbian rocks
 
I see where you're coming from, but neck, tail feathers, and comb say cockerel. So I'm sticking with saying it's a slow developing cockerel.
Cockerel was my immediate thought, and that is the consensus, so I'll go with that. But it sure is a slow developer. It could also be because of the white coloring, which doesn't show the glossy male feathers well. Still, I would hold onto this bird for a little longer to be absolutely sure if it were mine.

Yes, it could be hatchery/utility quality for either breed, I guess. It looks smaller than a rock, so I guess it's a half Colombian, half Colombian/barred Delaware. In this case it really blurs the line of distinction between the breeds, so I would go by size.

He definitely is a slow developer, but in general I think most cockerels tend to mature a bit slow.

Columbian rocks, Delawares, and Light Sussexs all look so similar it is hard to tell the difference except by size. Well said. :clap

With hatchery birds, I guess that must be true nowadays. I'd be pretty sorely disappointed if I got a light Sussex with yellow legs or a Delaware with solid black feathers in the tail/hackle, myself. I completely understand when people are mostly interested in utility qualities if they don't care, but I think hatcheries could do so much better. It does bother me a bit.
