He looks like what you'd get crossing white birds with colored birds sometimes. He's white with some color bleeding through.
He does look like he's at least part Old English bantam, but he may not be purebred based on his size. Or he could just be a "poor" individual that doesn't quite fit the breed standard, not every bird is perfect.
