I got some eggs off of a friend and I had this to come out of a white egg she also has feathers coming out of her feet. I know for sure he didn't have cochins!!!

White leghorns and Anconas!!

Looks like a Dark Brahma mixed with a Leghorn or something.

The person I got her from didn't have any brahmas though!

Well clearly some stray rooster jumped the fence, the bird isn't a pure Ancona, Leghorn, and doesn't look to be a mix between the two either.

it doesnt have any feather legged parent if it did it should have at least a few feathers on the legs but it doesnt have any...its possible that its a mixed of those 2 breeds

I don't think so, neither of the breeds have a penciled pattern like the OP's bird.

depends on their background as well they may be mixed with some other breed that their owner doesnt know about...does anyone else around your friend own chickens that may have jumped the fence?

Not that I know of but he did have blue laced red wyandotte's too!! That probably didn't help any though.
