What could this be and is there anything I can do to help?

Chick hatched on day 23, rest of the chicks hatched day 20 and 21, on day 22 the power went out for up to 3 hours while we were at work, room temp was about 65, not sure what hatcher got down to. May not even be related. Any help or advice would be appreciated. Here are a few pics, I can't figure out how to load the video though.
