What could this be? Please give your 2 cents

I purchased 2. OE(olive eggers) day old chicks 6 wks ago? Lost one a wk in. Then the other one was not growing @ all, kind of like a failure to thrive syndrome. It made it thru. While all my other chicks are growing like weeds,this one was not, then I noticed the wings were curling up on the ends. The curls don't really look like "normal" feather growth either. They are just lil strips?? The rest of its body isn't really feathering, yet?? I'll attach better pics as I get them. It seems the last few days, it's body is growing, cause it's legs seem too big for it. HELP. I just want to make sure I don't have a sick bird? I did contact the seller and he said it may be a frizzle EE? (EAster egger). But my other chicken lady friend, said no frizzle. Not angel wing??

It looks like a Frizzle easter egger cockerel. But maybe in a couple of week you could post again and we may be able to tell for sure.
