I would use mats for cucumbers, tomatoes, peppers, eggplant and other plants that prefer warm soil for germination. No need for a mat for things like cabbage, lettuce and kale that would germinate just fine at 60-65 (possibly cooler even). Lights might help prevent the plants from getting leggy, but wouldn't be needed until they actually sprout above the soil, which is a week or two after planting seeds in most cases.Only place i have room to is in my basement its half inground half out.
