What do we tell the neighbors?

I would say nothing. People like this will just figure the dog went off to die, and go get another dog. I think you should mentally prepare for the idea that there will be one more neglected pet at the house.

I don't think you owe them an explanation, but if they ask you could say something like "we saw her by the pond a couple of days ago, and she was in pretty bad shape". It has the advantage of being completely true, just not the whole truth. If they ask more questions, you can decide what you want to say. I don't think they will ask. It won't be that they don't care, it will be that their mindset says she went off to die by herself, and now they can get a new dog.

I applaud your dh for doing the right thing, and putting the poor dog out of it's misery.
 
They probly wont even ask you (unless you already have an open line of communication)

Just say
"Im sorry, no I havent seen your dog"


DO NOT mention anything about it maybe going off to die.
 
I don't think they will ask you, because they don't care anyhow. Just keep silent. If you tell them what you did, you may face charges of animal cruelty, because they could tell the police.....

You did a kindness. I would just keep silent about it.
 
I know I would never let any animal in my care ever come into that state of being without treatment, because I love and care a lot more than I probably should, but if anyone ANYONE EVER "SS'd" my animal, pet, friend I would be CRUSHED. Now if that animal was attacking something and it was defense, tell me. If it was a danger and you did what you had to, let me know.

If someone Shot and Shoveled my animal, you better stay very very silent.

Silence is the best way and if they do ask which I doubt they will ask in a few days of the dog being missing, just say you have not seen the dog. AND in the next breath, just ask him if they need help in finding assistance in caring for their animals. If they refused, then they do not deserve to have animals, period. There are food pantries that would have dog food available and some low cost vet care or donated vet care.
 
In most cases if your dog was SSS'd it was probably not properly cared for. We know where our dogs are at all times and our children for that matter.
