First I would make sure that it is a roo at four weeks one of my For sure hens had wattles and a comb I think she was older then the rest when I bought them.
My Number one rule is if it crows or lays I will know for sure. But If you got them for meat and eggs eat him if not sell him or give him to someone who might need a rooster in your area or doa for sale on BYC or just list him as in your area only to a good home.
