What does the roo 'mating dance' look like?

He'll drop his wing tips to the ground and quickly stomp his feet while raising his neck feathers and cocking his neck at an awkard angle.

Usually preceeded by a wing tip dropped to the ground and some really fast feet stamping and the roo will grab the feathers on the back of the hens head or neck then the piggy back ride. Been seeing lots of it round here lately as my 20 week BO roo has really takin' a shine to my 20 week white EE and my 1.5 year old roos are trying to keep youngun in line and remind him that they are #'s 1 and 2 and he is #3!
 
Sharky is so unamused its amusing! He is thinking "The things I do for my kid!".

Ok so if my suspected roo is 17 weeks and not doing that yet and not crowing does that mean he's just a late developer (the later the better in my mind)?
He has jumped on the back of my other EE a couple of times but never entertained her with the 'dance of love' first.
