Tom's do that when they want to fight, that's aggressive behavior.

If you're talking about the deep swallowing, my guess is that turkeys hold their breath a bit when they puff up, and it may just be that it's harder to swallow when you're holding your breath. Our Tom always did that when he was trying to impress the Jenny. He would puff up, strut around, and go "pftt" a lot. Sometimes he would stomp, too. She was unimpressed.
