At this point, start the movement towards getting a small number of chickens allowed. Specify in your proposed amendment that all current nuisance ordinances such as noise and odor would apply. Emphasize the non-commercial and pet aspects. Make sure to specify that they cannot be "at large" (roaming off your property). Bring up how many municipalities are modifying codes to allow small flocks of chickens in all residential areas.
Things I would NOT do are specify that roosters are not allowed--a rebuttle to crowing is that all current nuisance ordinances including noise already covers the issue. If necessary, suggest modifying any code about barking dogs to include any pets producing excess noise "such as barking dogs, crowing roosters, etc." I would also not specify additional setbacks other than what are currently in the zoning code. Once again, existing nuisance ordinances should take care of any issues.
