What does this sound mean?

Usually it means "I'm tired" and precedes the gosling falling asleep. It can also mean "I'm cold", but that doesn't seem to fit the circumstances.
 
Is this gosling preening the other gosling? Does she think his tail is grass?!
I wasn´t able to see the video, but goslings will often graze on the others. It´s not desirable. They have such a strong instinct to graze, so best thing to do is get them on grass in a run, or put a turf of short grass in there with them.
