Based on comb size and stated age... I would actually say pullet!
However... I need to see a side pic of the bird standing including it's full crest.
My boys combs are much larger than that usually by 16 weeks... it's very clear, though very often even younger.
And ALL of my boys are actively trying to mate by your stated age as well... behavior is good indicator, especially if kept with other chickens.
