What height panels for goats?

I guess we've just been lucky with our goats. They've never gotten out of our fence. Our fencing is the kind that has the squares that gradually get bigger towards the top and our fence is only 4' high. Chester and Daisy are only 16" and 20" tall so that probably helps too. The new doe we got last week is quite a bit taller and she hasn't shown any interest in wanting to get out. I want the panels so that we can let them eat the blackberry bushes without tying them, which scares the heck out of me.
