It's a type of American Game chicken, I think, Sibone. There are others like the Bacon's Warhorse (whose creator has the same name as my husband.)

Yup, Bacon's Warhorse was bred by Col. Tom Bacon, which is my hubby's name, minus the "Col" part (mine retired as a Master Sgt).

Kelso is a strain of American Game Fowl I believe named after the breeder Walter Kelso. (they also can be known as Oleander)
    - There are sub-strains of the main Kelso variety like the "Out and Out, "Radio" etc.

On the serious side though.......they are a beautiful game bird.....I've been researching these birds for about 6 mos. I am entertaining thoughts of raising some.

I wouldn't say that there growing popularity, I think that the breed was more popular back about 10 or so years ago. There a older breed (around 1942) There a nice breed and seem like a lot of people have them.. I have to add that good true Kelso's are hard to find...
