What is best? 12" down or 12" out?

We are in the process of building a run. It will be built with 1/2" hardware cloth on the sides and a metal roof. What is better at the ground, trenching and going down 12" with the hardware cloth or skirting 12" out and holding the hardware cloth down with cement blocks or brick? Our soil is clay.

We need to keep out fox, raccoons, opossum, groundhog & weseals.

Both ways will work. I think 12 inches down on an outward angle would be the neatest looking setup.
