What is Elvis?

Looks like a young Black Minorcas who hasn't molted yet. He will lose those white feathers when he molts. I don't know though, he should have white ear tufts, so maybe not a Black Minorcas.
 
I am reading threw the info here, and am not quite sure if I should get a pen for him or not. Some places were saying to not pen a rooster, then other were commenting on thier rooster being in pen w/hens. I am on post 100 of 291 :) in the raising a rooster section.
not sure what is best for him - suggestions welcome!
I have an opportunity to get a Eglu Go, with the pen. I was all for it thinking I was doing what is best for him, but now I am really not sure.

I let my extra roos free range and they do really well. They spend most of their time in my vegetable garden, but come running if I go into the back yard. I don't feed them or give them shelter although there are plenty of places to get if threatened by hawks or neighborhood dogs.
 
I don't know what breed(s) are represented here any one care to guess?

I think papa possible American game bantam?
mama ? is she also a bantam? California gray or Plymouth rock? she was a good mamma but mean now the hens have grown.
The hens are black (with blue and green) sheen in the right light. (one has some brown/red neck feathers. used her for my avatar.) the speckled chicks turned into the Roos.
Mamma and her chicks now grown.
