What is everybody's opinion on this Rooster?

I think he is a barred plymouth, is he mixed? Is he show quality 😂😂?
I am a new chicken owner, just wondering haha

His name is Bob

Cuckoo and Barred are both caused by the same gene. I've seen statements that "barred" is a more crisp pattern and "cuckoo" is a more fuzzy pattern. I've also seen that many hatchery-quality "barred" chickens have a rather fuzzy pattern too.

As a practical matter, I figure it's determined by what the usual name is for the variety of that breed (Barred Plymouth Rock, Cuckoo Marans, etc.)

Regarding the specific rooster in this thread, I don't know which to call him.

Looks like he is blue barred rather than black barred

He is not a show quality Barred Plymouth Rock. The barring looks wrong. It should be more like straight lines.
For example, look at the pictures at this hatchery:

I can't say whether they are show quality either, but they are at least closer.

The amount of white in his tail is also wrong.

He does have a single comb and yellow feet with no feathers on them. Plymouth Rocks are one of many breeds that have those traits. I'm bad at recognizing some traits of specific breeds, so I can't tell if he has the right body type to be a Plymouth Rock or not.

And there's the point someone else made, that he actually looks more blue than black. It seems more noticeable toward the back end of him, and less at the front. I don't think Plymouth Rocks come in a Blue Barred variety.
