In almost all cases, a pea comb means a colored egg layer. (with EE's) - So yes, that boy will carry at least one blue egg gene. His offspring will have a 50-100% chance of laying green eggs, depending on him and the mother hen.​

I want some blue egg layers so badly!! Can't wait to get my breeding pen fixed so I can move him and my 2 EE green layers in to give it a whirl!
