What is the best bedding for the brooder.

I'm getting different opinions about what to use in the bottom of the brooder for my ducklings that are a week old now. I've been told that newspaper covered in paper towel is bad because it gets wet and soggy, pine shavings are bad because they will eat it and it will swell in their stomach and kill them, and straw is bad.

I don't know who to believe. Right now they are on pine shavings. They seem to play with it in their mouths a lot, but I think they spit it out.

HELP! I want to do the right thing.

I used pine shavings for my ducklings I got a larger size shaving so they wouldn't be as likely to actually eat them and they seemed to work well. Ducks really just like to put things in their mouth and then spit it out
