What is this bird? Is it dangerous above my duck?

This bird is sitting above my duck so I brought her inside since it looked like a huge owl and at one point there was 2 of them and all the other birds left. She is back outside fenced in by a 6ft fence but not in her overhead pen since it needs to be repaired. Anybody know what this bird is? Is it very dangerous for my duck?

If it's hungry enough it might go after a duck.
 
Could be a Coopers, but reminds me more of a red-shouldered hawk. Both may go for chickens, but red shouldered hawks are less likely to be chicken predators. We have two red shoulders that nest near our property but leave our birds alone. The coopers has a longer tail, is a smaller bird, is slimmer and more upright, and flies very fast, like an arrow shot from a bow.
