Maybe you could post it on the California thread to see if someone might take it, with the stipulation that they let us know what it looks like when it's grown. It really looks like the others in the photo, but missing feathers. Might just be taking a while to grow in after the molt. I assume you're giving it high protein chick feed.. maybe some fish or something to give it extra protein will help it fill in.
