What is this? Ingrown feather?

Is this an ingrown feather? The black curly thing. It's hard and feels like a bread tie, but it won't bend. She is 2 weeks old, and it has been growing since she hatched. How do I proceed in treating it?

It might just be a dirty feather. Sometimes they'll get some kind of ick on them and they look kind of wonky. I would try washing it and see if it goes back to normal. If it doesn't, I'd pull it out and wait for a new, fresh feather to take its place. Good luck
