What is this little guy?!

So yesterday my cousin gave me the tiniest little rooster I've ever seen. My cousins neighbor has a flock of free range chickens and decided he didn't want to fool with them anymore and said if my cousin could catch them, he could have them. This little guy was one of the chickens he caught, so now I'm super curious as to what breed he is.
