What is this on my chickens comb? (Picture)

Is that possible when it's been a steady 36-40 degrees in the coop? When it gets below 36 I heat the coop..

with that being the only variable I would say no. However there are other variables.... do they go out into the run? Was there a power outage? only other things I can think of off the top of my head is a draft but again highly unlikely. However right now all I can say is that the comb appears to have frostbite. If you are doubting that then I would suggest a close up of the comb so we can get another look.

Nope. Looks like a normal pecking injury to me.
You don't need to heat the coop when it gets below 36.
You really don't need to heat a properly ventilated coop unless it is truly bitter like -10 or below.
 
It's a scab. Another chicken might've pecked her there or she could've cut it on something. Nothing to worry about unless she gets bigger ones/ a lot of them.

I agree. This looks like a peck mark.
Frostbite hits the tips first anyway.
