What is this piece of tack?

It looks like a bridle that's missing it's bit. You could maybe use it as a goat halter if you added some rope around the nose piece. Typically the studded band goes on the forehead and the double bands behind the ears. One is latched under the horses throat, the other attaches to a bit. I attached a picture, hope it helps!

Here's the cage, sorry, we had bunnies born just a few minutes ago so we put them in the new cage. But yes, it was just tossed in the cage with a blanket and some cardboard. I tried googling it but i don't see any that look like it! The pic helps me get an idea of how it'd go, but maybe it is missing pieces and that's why is so confusing

The two straps close together go behind the pony ears single strap sticking out goes across forehead.

It took me a second but now I see what you mean with the double straps! That does help, maybe I can make it work!
