What is this weird red skin at the base of my friends roosters legs?

Can mites cause this? Is it fungal? So confused. Are his own long spurs doing it?

She checked for mites and did not see anything. He sure doesn’t display any symptoms of mites. Can they cause that?

From what I can see, it looks like an irritation of some sort.
Check to see if he's picking at it. It wouldn't hurt to put some ointment on it to see if that helps.
