Actually it is, but it's for a mechanical pencil.

I think it is a kid carrying device.. you clamp it tight into their sides.. and you can carry one squirming kid in each arm without having to touch them...germ free kids!

No, I can't find one quite like it on the net. But that is what it said on the tag and hubby said his grandpa had one almost exactly like it. His grandpa used it to carry a battery to different pieces of equipment because he was too cheap to buy more than one battery.
I guess they didn't used to come with handles on them
