Stapler/hole punch combo gadget? Too pretty to be a practical tool. Looks like some sort of office gadget.

The handles will squeeze together, but don’t seem to do anything. The knobby little thing on the side does move. Definitely not an office gadget. Came out of an old tool cabinet that has been in a barn for years.

There were other tools, like sickles, manual drills, etc.
Maybe something to do with wire or a wire fence??

I would think the center spring should push the centerpiece up to hold something. The angled part makes me think its something to hold something to be sharpened... maybe against a grinding wheel ????
