The hole on the side is just from when it was cast. The weight sat up on the top of the windmill to help balance the "fan" part of it. The weight sat on what could be called the tail.

Oooooh... that makes sense...

I thought weight as in holding the windmill down... so it wouldn’t tip or something... which didn’t compute...

... a counterweight makes more sense!
