Waeell. .I would just call that a C clamp.

Nope not a c clamp, but yes it’s a tool for a specific purpose

DH has actually used this item and has two hanging in his shop.

It looks closely like one I have, but slightly different too.

the one I have was my Dads and he used it to set Set valves I think...
