Have a three year old RIR, survived two dog attacks over a year ago.
He has something that appears to be herniated though muscle???
Not sure what we're looking at. He doesn't like for it to be touched, but doesn't act as though it hurts.
Has anyone seen this before?
Tendon? Ligament? Fatty pocket?
Suggestions on what to do?
He's really more of a good old dog-boy now. A dearly loved pet.

In spite of whether he likes for you to touch this lesion, touch it. Tell us if it's hard, soft like fat, if it feels anchored or free floating on the epidermis. A two dimensional blurry photo just doesn't convey the information we need.

Look closely and see if there's a feather follicle in the center of this mass. It would look like a dark spot that may be "U" shaped and feel hard. If you see that, nick it with something sharp and it may spring out as an emerging pin feather.

Sometimes a pin feather doubles back on itself and causes inflammation and swelling. It can hurt some.

Daughter pulled five pin feathers from it, it bled berry little but rooster is much happier.
It is soft and squishy. No pus be out, just all those pin feathers.
Will it go down,?
