I'm taking care of a neighbors chickens for a few weeks. I noticed his chicken has some weirdness on her foot. What the heck is it?

Scaly leg mites. Buy Nu-Stock and slather it on the feet and legs. Shake the tube well and wear disposable gloves when applying it.
