Can't tell from these photos. It could be pin feathers or bugs.

From what I can tell from the blurred photos it looks like the outer sheath of pin feathers. It falls apart as the feather grows out.

I'll try to get a more clear picture as soon as she is done eating. They both seem to be back to full health although I am a bit concerned.
