Looks like an infected feather pore thats backed up. squeeze the stuff out and put neosporin original, (without pain killer in it.) Hard to tell what part of the chicken its on but if its somewhere that touches the ground you may want to wrap it or spray it with some aluminum spray. Thats what the farm vets use for animals in the field. Its probably just an overgrowth of feather cells.

I would squeeze the stuff out because it wont heal unless you do that. It may go underground and fester for longer, but it will be a bump that is not healed and could get infected later on. If its a feather, then that will come out with the gunk that you squeeze out.

If it is on the keel or breast bone, it is probably an abscessed breast blister or keel cyst. It may help to clean it with Betadine or disinfectant daily, and squeeze out any pus inside. Make sure the chicken has a padded roost or dry clean bedding to lie on. These happen when chickens are rubbing the breast bone on a hard or rough roost or floor, or lying in wet or soiled bedding. They are more common in birds who lie down a lot possibly due to weak legs.
