What is this?

Today I looked out at the asphalt where the birds are and saw a huge amount of liquid, so I went out to investigate. I found this worm in this pool of what looks like pee. It doesn't look like pictures of roundworm that I found online, or is it? What do I do next?

But as far as the worms go, I have never seen a worm that looks like a trachea. Any idea what sort of droppings those are? Horse, bird? And how long is it, and is it alive?
