What is Tommy doing?

My brother and I were setting out in the yard watching the turkeys and the chickens. Tom came over by us and walked back and forth in front of us, tail fanned out, and feathers fluffed up (displaying?). He did that for about 10-15 min. and would get closer to us with each pass. Finally he bumped/pressed his chest against my brother's leg. Walked off. He then came up to me and pressed against my leg and very gently pecked my leg (not a strike, but very gentle peck). He kept doing that to both my brother and I.

What was/is he doing when he does that? Wanting to mate. (oh my goodness). Posturing/challenging? At no time did he do anything at all to hurt us. Or ??????
 
No, he's just letting you know he's a big boy and will defend his territory if he has to. Testing you really. And it sounds like he realized that you were no threat to him.

They're silly birds those turkeys
