What is up with its neck? 4 week old chick

I have this SLW chick and another one that is Jersey Giant or Austalop that has yucky, dry, scaly necks. The JG is finally starting to grow some feathers on its neck, but other parts of it are a little dry and featherless, but this SLW neck doesn't seem to be getting much better, any guesses what it wrong with it?

Is there possibly another chick that is picking on this one and pecking it's neck???

It is possible. I have 25 other chicks with it. I moved them tonight into a bigger pen so they have tons more room, maybe if it is being pecked at, having more space will resolve that issue.

you might have to separate this one...
a temporary division in the bigger brooder would work..with one or 2 other chick for company..
(the least aggressive chicks)
