Well could be stalker... OR could be a guy who's a total loser (as evidence by the fact he can't get his own dates!) with girls and is trying really hard to pull his foot out of his mouth and be that friend to lean on that you told him you wanted rather than the "donkey" he made himself out to be.
If you feel his texts are threatening, call it in.
If they just seem pathetic... I'd leave it alone... maybe tell the cousin that his friend needs to lay off?
HAHAHAHAHAHAH "donkey" that's funny cuz i say that instead of the other word too hahahahaha
he's just pathetic. i don't talk to my "cousins" anymore. the youngest sister is a homewrecker and steals my exboyfriends. not only just regular exboyfriends but one i share something special with and we don't even talk anymore because of her  and also i liked a boy in jr high and she did everything she could to turn him against me.. it worked.. her older sisters know all the crap she pulls and then they tell ME to quit being so dramatic.. uhh not talking to her and having nothing to do with her and telling what is left of my friends not to talk to her cuz she is satan in human form lol
anywho! i am just going to see if i can block his number next time his pathetic self sends me a text message. i bet in a week or two i will get one..
I think I would just go to the cell company first, let them block his number and be done with it. If it gets to where he finds out where you live, then he's stalking and thats when you go to the police. Until then, just have his number blocked.
Step 1. You have to tell him not to text you. The police won't step in if you haven't said the words to the actual person. It's not anything, but him being a caring person, until he keeps doing it after you tell him not to.
Step 2. Block him via cell company.
Step 3. Restraining order.
Unless he's actually gonna be like celery and stalk you, he'll take the hint, after step 1.
In any personal problem, step 1. should be "talk to that person first". Not your friends, not the police (unless you are in danger).
