Dunkopf and I seem to have a friendly disagreement of the definition of "needs" and "wants." If you think there is the remotest possibility of another "Great Depression," what is your definition? IMO, the politicians and most Americans do not believe we can slip into a Depression. In Utopia, there would be no corruption and everyone would be an ideal citizen. Personally, I would have no, NONE, tolerance of corruption by anyone.
I think there are tiers of NEEDS: security (Federal/local), shelter, and food.
2nd tier: infrastructure, health care, education, and basic welfare (any able bodied adult would contribute something, if only community service.)
To me, those are NEEDS. Do you have an opinion?
