Definitely a roo. As for breed, stab in the dark I would say mix breed, maybe Ameraucana/Polish.

For sure a rooster, except I'd guess he's an EE/Silkie mix. Here's one I used to have, different color, same general look:

Actually, looking back, he may have been a buff Orpington/Silkie. But, here's Silkie/EE pullet:

She's missing the feathered legs, but has the same little crest, beard and pea comb
