She’s a young Easter egger. No older than a couple months. Not a bantam. Her small size could be partially due to malnutrition, since it sounds like she hasn’t had the best start in life.

Some do, some don’t. If you look up “beardless Easter egger” you’ll see plenty of examples. Your pullet has a very typical EE coloration.
