What kind of Quail breed has eyebrows and a white beard??

11 of 16 eggs i put in the incubator hatched, and one of them is this little quail that has a black body, no markings, and has white eyebrows and a beard??? Does anyone know what breed of quail this is? Also, when can quail start eating crushed up mealworms?

What breed did you buy? Coturnix quail come in many colour varieties, but they're all coturnix. Same with Buttons, Bobwhites, etc.

If it's a coturnix and has dark legs, I would guess tibetan. If its legs are light, then probably a rosetta. Pictures would help.

oh i see, the one i have has dark legs, but it has light tips on the middle toes

That looks like species coturnix (no breeds), colour tibetan.
