I dont know what breed this is , but looking like a rooster maybe orpington, not sure about rare breed.

Ive been around chickens long enough to see it, but I could be wrong ! Im about 80 % right. there is a way to find out is its feather on his wings. heres the website you can check it out !

But it doesn't say pullet. It's an easy way to get rid of excess males.

OP's chick is clean legged though, and I can't tell how many toes from the image.
