If you set them midnight thursday then midnight of thursday 3 weeks later would be the start of day 21. Your on the 22/23 day since technically the 23rd day wouldn't start for them until midnight tonight. If it were me and nothing happens by this evening I'd try to quickly slide one out and candle it to see if it's alive and even if it's dead if it broke into the air cell. I've then scratched a hole in the large end of the egg that I thought was dead to see for certain. They can still hatch if you do that and make a mistake. It's just there is a risk and they might end up needing assisted so don't do it unless your pretty sure the egg is dead anyway. I couldn't throw a single one of the lost eggs out without checking it that way.
