Unfortunately, bettas kept in small tanks without a filter or heater often have shorter lives and more health problems. How old is he? Do you use a dechlorinator?
The best thing you can do right now is not feed him and change the water again. Don’t change out all of the water, just about half of it. When adding in new water, make sure it’s a similar temperature to the water in his tank so you don’t shock him.
If he survives, you should definitely try to get him a larger tank, a filter, and a heater (bettas like it at around 76-80F). Also, read up on the nitrogen cycle in aquariums.

Yes, so far. But he's not doing so well.
It might just be the lighting.....he's really old so he has dull color.
