I’m sorry you’re going through this. The fresh water should help. I would try to get a heater and filter (a sponge filter would probably be best) as soon as possible, even if they’re small ones.

Three years is a good age for a betta. He’s a beautiful fish.
I think he's slowly dying, but I'm not sure. We will see tomorrow.
