What the heck is this?

When we got this hen she had none of this growth on her face. We have had her for about 3 weeks. We slowly introduced her to our other Seabrights but they have refused to accept her and was constantly picking on her, is this a result of being bullied? We separated her and a roo who seemed to accept her more than the others but I noticed today he is still bullying her terribly, she is now in her own pen.
Are they doing this because she is sick or is it from the pecking? How do I get them to accept her? We've not had this issue with our larger birds, they usually sort out the pecking order within a few days, we don't just bring our birds in and throw them out into the flock, we quarintine first then put them in a cage in a pen for the flock to see them for a few days then we release them with the flock, I do this with all our birds.

I can't afford to get her to a vet but I have medications for both worms and infections on hand, I will treat her and pray it helps
