I just bought a couple of yearling blackshoulder hens from a local guy and there were 2 of these there. The owner wasn't sure what they are, and I'm not too sure either. The parent birds are a BS cock and an IB hen. I have no idea of the ancestry of those birds. I don't know much about BS birds and how they develop their color as they age. Could these be odd developing BS cocks?

They are yearling male blackshoulder it just takes them until after they molt in there second year to get most of there color
 
Yep it is just a young blackshoulder male like snowshoe said. When they are chicks they are white and then as they get older they get more and more color until they look like an adult blackshoulder peacock.
 
Yeah me too, which is why I think Spalding blackshoulder hens are soo cool looking since they look similar to that.
